I think some proposals could be, and as/if needed, broken into tier or phase buckets.
Phased proposals that have Near/Mid/Long term impacts should include a timeline of actions based on response of impact, including amendment votes. For example: A vote passes to change the %rate of an APY, remaining so at that rate for minimum of 3 months and at which time a Phase2 vote, reflecting on the impact of initial vote, can be held.
The idea of a tiered proposal may be more cut and dry than the prior. For example: Emergency, Constitutional/Fundamental, General
